  16. politician; in Philadelphia. Clark ousted an entrenched
  17. Republican machine to become, in 1952, Philadelphia's first
  18. Democratic mayor in 68 years. During his four years in office,
  19. he revised the city's civil service-spoils system to one based
  20. on merit. He served in the U.S. Senate from 1957 through 1968.
